Missouri House Bill 390
“Missouri statute section 173.1110 requires the University to verify that “covered students” who are receiving financial aid are U.S. citizens, permanent residents, or are lawfully present in the United States. “Covered students” are defined as students who are high school graduates, 18 or over, who are attending classes on campus during regularly scheduled academic sessions.
The statute provides that the following documents may be used to document that a covered student, receiving financial aid, is a U.S. citizen, permanent resident, or is lawfully present in the United States:
- The Free Application for Student Aid Institutional Student Information Record
- A state-issued driver’s license
- A state issued nondriver’s identification card
- Documentary evidence recognized by the department of revenue when processing an application for a driver’s license or nondriver’s identification card
- A United States birth certificate
- A United States military identification card; or
- Any document issued by the federal government that confirms an alien’s lawful presence in the United States

- scanning the document and attaching it to an e-mail from your Missouri S&T e-mail account. Send the e-mail to the Registrar’s Office at registrar@mst.edu
- faxing the document to the Registrar’s Office at (573) 202-2392
- bringing the document, or a photocopy, to the Registrar’s Office, 103 Parker Hall (Monday through Friday, except for holidays, 8:00 a.m. - 4:30 p.m.)
- mailing a photocopy of the document to the Missouri S&T Registrar's Office, 103 Parker Hall, 300 West 13th Street, Rolla, MO 65409-0930
